The festoon bulbs are 5 watt each and there's 2 bulbs either side, so your running a massive 20 watt when you switch these on, and as you say for very little return in terms of light output.
The diffuser is just clipped in, it's just a matter of carefully praising the cover off at one end, with a pen knife blade or similar, until you can get your finger under to remove.
Your best option in terms of Lumen output for the replacement LED festoon bulbs is to select the highest value available, but don't expect to be impressed with the resulting light output as by the time it has permeated through the diffuser the majority of its light output has been dissipated. They of course consume less power than the original bulbs.
What I've done with my fitting is to install LED strip lighting inside the fitting itself, all I can say is it works, it's more cost effective than LED festoon bulbs and it consumes significantly less power than the original incandescent bulbs.
